Internet au Maghreb : L’Algérie est encore en retard

Le taux de pénétration de l’internet en Algérie est de 5,33%, selon une étude d’un expert du programme des Nations unies pour le développement (Pnud) dont les résultats ont été rendus publics et commentés hier à l’occasion de la tenue à Alger d’une conférence internationale sur la formation en TIC.
Notre pays tire son épingle du jeu au regard du taux de pénétration de l’internet dans le Maghreb, estimé à 2,5%, mais se classe derrière le Maroc avec 14,36 %. Par contre, la pénétration de l’informatique est catastrophique : elle est de 1,06% en Algérie, 2,35% au Maroc, 5,63% en Tunisie et 1,41% en Mauritanie.
L’Algérie est loin de son potentiel du développement du marché des TIC. Les principaux facteurs du retard sont le coût d’acquisition du PC et de la connexion internet, les faibles revenus par habitant limitant l’accès aux nouvelles technologies, la sous-utilisation du net à cause du manque du contenu local adapté pouvant susciter un intérêt des internautes et le manque de sensibilisation sur les potentialités d’usage même d’internet.
Les experts affirment que l’Algérie doit avoir une politique de I’internet, quelqu’un ou un organisme qui puisse dire de quelle manière les institutions devraient avoir un site web, communiquer et le maintenir viable. Il s’agit d’un réel changement et non pas d’un effet de mode. L’opération Ousratic, un PC par foyer, lancée à grand tapage publicitaire, n’a pas eu les effets escomptés. Les banques n’ont pas joué le jeu et les assembleurs ont fini par ne plus y croire.
Boudjemaâ Haïchour, ministre de la Poste et des Technologies de l’information et de la communication, a reconnu à maintes reprises les difficultés que connaît cette opération et qu’il qualifie lui-même de « lenteurs ». L’objectif fixé, celui d’atteindre à l’horizon 2010 un PC par famille, semble difficilement réalisable.
Pour ce qui est de la connectivité à la téléphonie fixe, l’expert du Pnud a jugé l’évolution de la télédensité pour tous les pays de la région « très modeste », soutenant toutefois que la téléphonie mobile connaît depuis 2001 « une croissance spectaculaire ».
La télédensité mobile est de 56,32% en Tunisie, de 44,52% en Algérie, de 39,37% au Maroc, de 24,30% en Mauritanie et de 4,45% en Libye. Il a relevé également la nécessité pour les pays de la région du Maghreb d’être « les acteurs et pas seulement les consommateurs des TIC ».
